Where is the air coming from?

Just "finished" rear calipers, pads, discs. Everything went smoothly. Started bleeding the rear lines using the manual method, ignition On, brake pressed. Pedal always goes all the way to the floor. Fluid flows for a few seconds, then stops, then very large air bubbles come down the hose. Retighten the bleeder, press brake, same thing. I have now flushed the entire line out but I get the same behavior. No bubbles in the fluid, only after the fluid stops. After everything is tightened up, pedal always goes to the floor. With pedal on the floor, I can still spin rear tires(with a little effort). Front tires won't spin in the same scenario.
Same on both rears. I rechecked the piston adjustment screw, even tightened it a bit.
Are the bubbles I am seeing after the flow stops normal? If I have flushed the entire line, where is the air coming from? Reservoir has been above min the whole time.
Going nuts here...
