This part is not a simple bit of engineering. There's a little steel puck that is thrown back and forth at high frequency between the two sides by pretty powerful electromagnets. The puck will stay in whatever position it was last in. That is, its perfectly normal for one side to be pretty much sealed with no power applied. You have to do the electrical tests at least. You should hear it buzz when it's plugged in and the car is on.
Failure modes i know of, are basically either contamination (may be helped by cleaning, if its sticky due to oil), or electrical failure of one of the solenoids. Depending on which solenoid fails, it will be in overboost or underboost. If the solenoid fails by shorting, thats when the ECU can be damaged.
You can test it by applying direct 12vdc *very quickly, DO NOT LEAVE IT ENERGIZED* between the center and one side or the other. If both sides work, you should be able to get it to swap between sealing the C port and sealing the R port.
