i get the same in city driving, i have stop signs every couple blocks, and stop lights. if i start cruising on a nice stretch of road i get 30 or so, highway anywhere between 28-34 over the years, 93 9000 auto non-turbo.

it's the stopping at lights that kills the average, and the acceleration. i average around 32-35 mpg in my prius in the same city driving and most of that is because the car shuts off at stop lights. otherwise, the engine kicks in during acceleration and the gas mileage is similar on accel or running at 25-30 mph (until electric only kicks in).

the prius doesn't really shine until you start cruising at city speeds (35-45mph), then i average 50+.

the point of this, stopping at lights, acceleration, frequently, kills the average for any car no matter how efficient it is on a flat road at 35 mph, UNLESS you shut off the engine while you are sitting at the light.
