if you can get at good angle at it...
use a dremel moto tool with the cutting disk, it's about the size of a penny or so and does a good job. let it do the work and don't force it, I bet you can cut the clamp at the base of the worm gear on both sides, then twist with a pair of pliers. or, just cut all the way thru the band being careful not to go too deeply
