Dremel or similar tool works best. Preferably cordless. As others mentioned, the red cutting disc works best. Set it to high speed, and it'll be off in mere seconds, and probably without damaging the hose, either. I've now done it twice on my 9-5.
Also, if you have a local Marine supply, check them for stainless versions of the ABA clamps Saab uses. My local West Marine (no relation) carries them. They're not as cheap as the mild steel, but they last a lot longer.
Finally, whatever clamps you use, never use the screwdriver part, always size the right nutdriver for the application. Standard Saab ABA clamps use a 7mm hex nutdriver.
