The O2 sensor is only read - its never driven.
The heater is there to get the sensor up to operating temp more quickly.
The voltage should be swinging quickly around the 0.5V mark. The ECU probably gives it a little while to warm up before it decides to raise an error code if it isn't seeing swings or it isn't swinging quickly enough.
The heater circuit resistance is pretty low - couple ohms at best.
O2 codes aren't always because of the sensor - the o2 sensor could be accurately reporting that the post-combustion mixture isn't in the right range. If the ECU thinks the engine is already hot - I could see where you might get a code with a cold engine/cold o2 sensor.
