My car idles at about 750 Revolutions Per Minute. My understanding is that the heater circuit helps the O2 sensor warm up in about two minutes; before that the ECU uses a default mixture value, ignoring the O2 sensor.
Are you sure that you are looking at the correct CTS? There are two, the one you want is buried between runners 2 and 3 on the intake manifold, and the resistance values are valid only for 1994 - 1995; the parts changed over time.
