Turbo whine, and problems.

Hey there,
My car about 3 days ago began letting out a somewhat loud squelch when under (heavier) boost. As time went on it got louder and began under even lower bost range. I was not too alarmed, as I just set it to base boost and figured I'd end up having to replace the turbo. BUT I'm headed back to Uni today, and figured I'd make sure there were no larger issues. When I removed the air intake tube as well as everything going with it, I noticed that oil was coating the inside of it, and there was oil at certain joints I hadn't noticed before. This worried me a lot more than just my "dying turbo" concerns, but I don't know enough to postulate where it comes from or problems that it could be (i.e. is this a big deal?)
My car is a '95 CS, that I've done some work to, and now run at approximately CSE boost specs (maybe higher).
I REALLY appreciate any quick advice someone can give me (especially if this is a DON'T DRIVE THAT situation). I can find another way to college if needed, but am leaving in ~5 hours. Thanks again.
