A little after the fact here, but when you DO get it off.....when you put a new one on, grease the snot out of the threads of the ring and the tank. The next time you need to get in there will be a BREEZE!!!
also, for a tool....the PVC worked as well as pissing on the danged thing. My pipe was about 1/4" less in diameter than I needed. I ended up taking some 1/8" steel I had kicking around, cut a pair of 4" sections, bent them to the same radius as the ring is, then used a grinder wheel to cut notches. These ( and ) shaped pieces slid down over the tabs on each side. I then used more 1/8" steel and welded it to the pieces, connecting them so that it looks kinda like (---). Once that was done, I welded a CHEAP 1/2" drive socket to the top of it, so now I slip it down over, put a 1/2" drive breaker in and twist. Finished product looks like (-o-). Works slick as snot, and was about $2.50 and a half hour of work.
