I have not used the PVC pipe method because using spread-open water pump pliers has always worked for me. However, it is my recollection that you use a 4 inch PVC straight coupler to make the tool, not the pipe. The coupler is, in fact, about 1/4 inch wider on the outside, which would explain the problem you had. A short section of 4 inch pipe is cemented into the coupler and a hole drilled for a lever. The coupler end without the attached pipe is where you put in the required number of saw kerfs.
