Your '96 has the Trionic engine management system, which has MAP Sensor rather than a AMM.
Your ECU has a software map for managing the engine under all kinds of conditions. The software anticipates that the air filter will be less free breathing towards the end of its service life. If the flow is restricted beyond that point, then the ECU isn't programmed to cope by reducing the amount of fuel it injects even further than whatever the minimum amount is for the driving conditions. So you get poor performance, poor gas mileage, and maybe kill your catalytic converter, which isn't designed to handle a lot of unburned fuel . Air filters are cheaper.
The air filter is your engine's only defense against premature internal wear caused by sucking in sand and other abrasive stuff. In order to do that, the air filter must be both well made and sized to fit so snugly that nothing gets to the intake without passing through the filter. The genuine Saab filter is 11-1/2" long, has a 4-5/8" outer diameter, a 2-3/4 inner diameter, and 94 pleats that are evenly spaced. Yes, I counted them.
Probably more engines have died young due to dirty air filters than due to dirty oil. Do yourself and your engine a favor and replace your filter if it is dirty, poorly made or bad fitting.
