Everybody changes the Safety Valve first. I suspect that a LOT of these valves have been swapped out.. needlessly. Test the setup before you throw parts at it. The safety valve ONLY operates the goofy Vac Pot on the TB , which tightens up the Butterfly Flapper (throttle plate) spring so the electric throttle motor cann no longer turn it (because the tightened spring is too strong) Ergo the Heavy throttle pedal.. Although in Normal use the throttle is soley operated by the throttle plate motor.
Yes it is a oddly thought out system IMO.
Test the Safety valve at it's connectior, It should read 30 ohms + -. cold and less than 50 ohms when Hot. Also try disconnecting the TB vac poyt's vac line from the Safety valve (plug the safety valve's vac line though) IF the problem persists then your Safety Valve is "Fine" as most all are. But you have 'Other' things to search for.
The TB is the main culprit Remove it and test it's electrical connections (do a search ) There are tests for each of the 7 connector pins.
I found that the wee arm that connects the servo motor to the Butterfly valve runs in two plastibc bearings and over time these can develop a wee bit of slop, enough to alter the positional resistance values at the Servo fedback pot. The Fix? hehhh Simply bend the connector (Very Slightly) arm BUT using a n ohmeter to make sure the endpoint resistances then meet Saab Spec (info from your search.. look for a posting by Jim O)
