Cool or slightly warm engine. Spray on let sit 10 mins. Maybe spray again. Sit for 5 mins. Hose off with garden hose. I have one of those hose nozzles with multiple spray patterns and change them depending on what I'm hosing off. Moderate settings work best.
I don't care about having an immaculate, pristine engine compartment; I just want it clean so it's nicer to work on and so I can spot leaks. This approach works great for me. Armor-All type dressings for the rubber stuff is nice to dress it up a bit and makes it look like you care. I hand wipe the covers for the electric relays and am careful about water on the electric connections.
To be more thorough, use a parts brush to get at any really grimy areas or even an old toothbrush where the clearances are tight, like by the serp belt. For me it's maybe 30-45 mins once a year.
