the wastegate rod.
The default position for the wastegate is open, and the rod and actuator hold it closed so the engine can build boost. Then they open as needed to bleed off the boost. So with the rod off the actuator the engine is not making much power.
The hardest part of fixing this on the road is waiting until the engine is cool enough to work on, and getting under the car without jackstands or ramps. Maybe he can find a curb to get the front wheels up on, and have him be sure to set the e-brake so it won't roll back.
