Does it move at all? If it only shows vacuum - think wastegate.
If it doesn't move at all - it just sits centered, then there's a leak between the intake manifold and the gauge. It could just be the Y connector is broken, or the vacuum hose has rotted out.
If it moves some - does it idle ok? If its idling really high - the hose or fitting where the idle air control hose connects to the intake may be loose - any turbo pressure would vent. But I think you'd still see the needle on the boost gauge move a little with a massive leak.
Could be both the vacuum line to the gauge and the wastegate.
