I'm not a stranger to Saab turbocharging problems but this one has me stumped. 1998CSE has fallen back to base boost. Wastegate is connected. By-pass valve holds vacuum. Boost Control Valve tests good electrically and blows through correctly. Electrical check of signals from ECU is good. Removing "W" hose and driving test at WOT doesn't produce much more than low to mid red. In the past this test would trigger fuel cutoff or blow the hose off the throttle body. What I hear is a LOUD hiss of air that increases at WOT just like the boost ought to be. No obvious air leaks. I'm wondering if the By-pass valve piston has failed open. It's a performance piston type so that would be strange, but I don't see anywhere else that large amounts of pressured air can be escaping.
