To debug, use a multimeter to see if you have about 12 volts at fuse 31 with the engine on and switch in the daytime running lights position. If no voltage, then I would suspect the light switch is defective or a wire is disconnected at the switch (maybe by the previous owner or a mechanic who didn't realize that pulling fuse 31 is the easy way to disable the feature). Depending on your climate, maybe a corroded contact at the switch. If you had corrosion at fuse 31, then removing and replacing the fuse several time should have fixed that already. The switch comes out of the dash with a firm pull.
There is a lazy/free fix if you want daytime running lights with no further hassle. There is no difference between the daytime running light position on the switch and the headlight position except that the high beams are disabled in the daytime running light position. If you simply leave the switch in the headlight position, then your lights will turn on whenever you start the engine and turn off when you kill the ignition. Only the center switch position (parking lights) is powered with the ignition turned off.
