The relay on the 9000 is on the top of the passenger side mounted fuse box. You have to drop the fuse box to see the relays and the relay digram is in white paint on the hidden side of the fuse box cover.
If you ever took an electric motor apart, maybe slot cars or a washing machine motor, a bearing mounted armiture, or shaft with copper windings mounted on it, spins in close clearance inside a motor case fitted with similar mounted copper wiring assemblies. When electricity is supplied to the motor it causes the shaft to spin (electrons are repelling each other) and the impeller on the end of the shaft moves the fuel. I think with each startup, small amounts of carbon from electrical arcs accumulate and form an insulating surface that eventually prevents the transfer of elctricity and thus the armature will not spin. Sometimes thumping on the fuel tank can move the armiture slightly and permit operation, but that is not a long term cure.
Electrical experts can be more technical, but that's the Cliff Notes version.
