I just went and checked on my '98. I put the key in, pushed the 1/8" and rotated to the first position. Then rotated it past that position without starting it. Then moved it back to the initial insertion point. As soon as I moved back to there, the key popped back that 1/8", and I was able to push it back in and turn the key again. Sounds like the cylinder is getting stuck and not popping back out until it gets pulled out when the key comes out. Had similar problems on an older 900, and would just spray some WD-40 and move the key around a little bit and it would loosen it all back up.
I failing ignition switch can cause your fuel pump to cut out...someone else back me up on that. I'm pretty sure. But the more likely culprit would probably be that relay. Specially if you can see pitting on the contacts. Good luck.
