Kevin, I have the shop manual for the fuel injection system at home. Let me look through it tonight, and I'll see if it has any suggestions on testing. I have a 1990 and a 1991 turbo, and you are right, the IAC works differently on them. the 1990 PWM signal works against the spring. The 1991 IAC has a weak spring for limp-home, but uses two windings (push-pull) for faster response. I've never put a scope on either to see what frequency the pulses are. My guess is that is that it is in the 20-30 Hz range so you can't hear it and it keeps it below the mechanical resonance of the armature.
