The 1995 is a poor choice for a number of reasons. It could have TCS which means that you would have to transfer all of the electrical parts from, including the harness from the '98, or transfer the intake system for the '95 to the newer engine. The '98 has ODB II, which is much easier to maintain, and you would loose that in the '95.
The biggest reason for not doing it is the cause of the engine failure-flood damage. A flood damaged car has so many hidden problems, that it is no wonder they are almost always totaled. I would not touch a flood damaged car for any reason except for scrap value.
