Attention CV jointers!

With a slightly leaking outer CV boot, I decided to go the "easy" route and replace the whole axle (Empi). Now I'm stuck at what seems like the final step but unable to see how I'm going to complete it.
I have the axle in, but I can't see any way I'm going to be able to get the inner boot over the inner driver cup. It's too flexible to push over it and it's all slippery with grease. It appears too short too - if I could somehow push the boot in place, it looks like it will pull right back off before I can get a clamp on. I shoved the tripod end in multiple times to make sure it was going in the cup as far as it could. And I've jacked up under the ball joint so the axle is straight.
I've thought about pulling the smaller clamp, to try to get the boot on and then putting another one on after I get the big clamp on, but I think I'll have the same problem with the boot wanting to pull short, and I can't hold it in position and clamp at the same time.
What am I missing here?
