slowly declining boost

I've been troubleshooting a problem that's been slowly progressive over something like 7 years with my '91 9kt manual. The boost has been gradually decreasing, to the point that I don't think I'm even making base boost any more. The car feels sluggish. I hear the turbo spool up, and I don't hear any leaks under boost. BPC clicks nicely, has a new fuel pump and fuel pressure regulator, and I replaced all the vacuum hoses with silicon about a year ago. New fuel and air filters have never helped, although I change them regularly. I've never changed the charcoal filter, if that makes any difference. I also haven't checked the compression in about 3 years, but it was great back then, and the deterioration in performance had already been occurring for about 4 years by then. This has been a gradual, not a sudden, loss of boost, progressively worse every year. Strange. I tried upgrading my DI/LH chips, and if anything, the car ran much worse, so I went back to stock.
I'm starting to think about clogged things - clogged injectors or a clogged intercooler. I would think that clogged injectors would respond to fuel system cleaner, but that's never made any difference. Also, wouldn't the injectors be unequally clogged, so that it runs rough? Anybody ever had a clogged intercooler? What am I missing here? Thanks everyone.
