It could be the high-low dimmer wand, but this part doesn't fail very often. I'm still inclined to trust the dimmer wand and also the headlight switch.
I found a thread where low beams failed and replacing or reflowing the orange lamp control relay did not fix the problem. The problem was the large red headlight relay needed reflowing. I think this big red relay is more likely to fail than the dimmer wand.
Do you have a multitester (volt ohm meter)? Have you verified there is no resistance between 56b and 56bL and no resistance between 56b and 56bR?
Have you pulled the lamp control relay and checked the 56b socket to see if it is getting 12 volts when the low beams are supposed to be on?
Each low beam has a 15 amp fuse located in the same box with the relays under the hood. Have you verified these fuses are okay?
I still think the problem is located somewhere under the hood. Hope these thoughts help.
