The picture in the link was shot from under the car. The actuator is located close to the turbo and is connected to the turbo's wastegate lever by means of an actuator rod.
The actuator assembly consists of both the actuator "can" and the rod. Inside the can are a spring and a diaphragm. The spring closes the wastegate. The diaphragm overpowers the spring under high boost and opens the wastegate.
Three things can go wrong resulting in fuel cutoff and bucking:
1. The wastegate is seized in the closed position.
2. The little hose from the turbo to the actuator can is torn or disconnected.
3. The diaphragm inside the can is torn.
I hope you don't have problem 3 because you'll have to replace the wastegate actuator assembly which is a bit pricey and a pain to install.
