Interesting catch, can't help to think some wedging occurs with the Lisle tool is driven into the hole.
A lot of the removal action occurs when the hole is center punched and drilled. The impact from pounding, heat of drilling, and removal of metal reduces the grip of the broken stud. A lot of easy outs get broken because a too small and/or too shallow of a hole is drilled, or the hole is drilled into the threads. Having a guide of some sort, to get a good size hole reasonably centered is critical. Where I worked years ago, the maintenance mechanics had the 1/2 rule for easy outs, the drilled hole diameter had to be at least 1/2 the diameter of the stud, and drilled more than 1/2 way into the length of the remaining threads. They could get out really nasty sheared off cap screws using left hand drills, and pounding on the ends of broken cap screws, and/or with a narrow punch in the just drilled hole.
