A good mechanic, with out experience on 9000's, should be able to do the job if you impress upon him there is left handed thread and how to use it. You have a good position on this repair, since you know something about it.
Ask the mechanic what parts need replacing, where he will get them, how much they cost, and how do you release tension on the belt. This should make him take a closer look into what the job entails and offer an opportunity to how to release belt tension with the left hand bolt. His parts prices will be higher than prices at this sites sponsors, you will have to decide if that is acceptable. Ask him if he will do the work if you supply a kit of parts.
The tensioner very likely caused the frayed belt by sticking momentarily allowing the belt to slip and jump a grove(s), it should be replace, especially if it is oily from leaking. The tensioner assembly is fairly expensive, if the pivots for tensioner shock assembly are ok, just the shock can be replaced. I have changed the belt, idlers, and tensioner assembly from the top, and without removing the fender liner, it should take only an hour or 2.
