Have you inspected the rack? How's the power steering fluid? I haven't had this problem, but there are a few things you can check:
1. Here's a diagram of rack-and-pinion steering. Perhaps the pinion or the teeth on the rack are damaged. http://static.howstuffworks.com/gif/steering-rack.jpg
2. Tie rod ends. If they're worn and loose, there will be some slack.
3. Pull on the tie rods and check for slack. Do they move back and forth while the steering wheel is stationary?
4. Raise the front of the car and, while the key is in the ACC position (so the wheel isn't locked), pull/push the tire to replicate the steering motion. When does the steering wheel turn? Then pull off the front wheels and have someone turn the steering wheel while you watch the movement. Look to see where slack is happening.
My guess is that either the rack or the pinion (piece on the end of the steering shaft) are worn. Rack-and-pinion steering isn't magic, so there are only so many variables to check.
