I think all Andy really means is that if the timing is set correctly, then at TDC you should see the notch on the cam sprockets (near the chain links) at perpendicular to the head; 12 o'clock exactly. The marks on the sprockets give you a tiny bit more precision than the marks on the cam journals, which are useful for a rough setting I find.
I like to line things up so that the marks are where they're supposed to be (I don't count links either) then install the tensioner and rotate the engine the requisite two revolutions, check, rotate, check, rotate, check. It's normal to hear the tensioner clicking as the ratcheting plunger takes up slack in the chain while you rotate.
Pretty hard to get it wrong; if you're off a tooth it's not unusual, just maintain your patience and reset everything until you are properly timed up.
The only other thing to remember is when you fire up the beast for the first time, don't freak out if your lifters are making a horrid racket. Let the car idle for 45 min to an hour and they'll pipe down. Oh, and don't freak out at the burning smells and smoking engine parts. That's just your greasy fingerprints and cleaners burning off as the engine heats up. That check engine light? You forgot to connect a vacuum hose someplace.
