You should replace the belt anytime something fails along the serpentine train. Pulley edges are sharp at high speed and quickly compromise the belt's integrity - you'll quickly find yourself without a charging system or power steering.

That said, if the belt flops around and you don't see any obvious flaws in the pulleys, it's time to change the tensioner shock. As a matter of course, many people also replace the belt anytime they've taken it off during "routine maintenance," which includes replacing tensioner. Unless it's damaged, you don't need to purchase the assembly - just the shock will do. Remember that the large bolt on the tensioner is left-hand threaded.

Oh, ScanTech stuff is low quality - don't waste your money. It's like the Ryobi of car parts.
