Test the shock by trying to compress it like you would when changing a serp belt or tensioner pulley.
If the shock compresses very quickly with no effort, it is shot. It should take a slow steady amount of pressure to slowly compress the shock.
If the shock is good and all of the pulleys seem fine, check the Crankshaft Harmonic Balance pulley. If the rubber layer in this degrades, it will cause the outer ring on the pulley to shift causing the belt to walk off.
I had a worse problem recently in my own '92 9000. The harmonic balance pulley went bad (Damn ScanTech part - barely lasted 2 years) and it was shredding strips of the width of the serp belt to the point there was only about 1/2" of the width left! I can't believe it didn't break on me while driving it.
