$1,000 for a front seal leak is piracy.
Here are some rough numbers for parts & labor. These are approx parts costs which vary by source. Labor is ballpark for DIY. A shop may figure it differently.
Front pads and rotors: $100-140 for parts, 2-2.5 hours labor
Rear pads and rotors: $100-130 parts, 2-2.5 hours labor
Exhaust (flex pipe back): $150-275 depending on system. 2 hrs labor.
Exhaust hangers: $15, done when replacing exhaust.
ECU: Used for $75-$125. If you have a 5-speed be sure to get one from a 5-speed Aero or a '98 CSE. Install is 30 minutes if you also clean up the ground point and the battery connection (disconnect batt ground during install).
You may need a new BPC solenoid, not the ECU. These are $300-ish and take 5 minutes to replace.
Alternator: $100-125 at Auto Zone for a reman. Takes 2-3 hours to R&R. There's a good procedure I wrote in the FAQ section of this site.
Front seal: Don't know, haven't been there.
Remember, if you buy something else, there's no assurance it isn't going to need a bunch of things done to it 2 months after you buy it. The stuff you're facing is mostly normal maintenance work. If you can, just do the work. A 9K can run a long time if reasonably cared for.
