FYI. My two cents.
The ACC sensor fan removal is easy but a little surprising - the "bulls eye" cover is pryed out the front exposing the fan itself. The fan is removed by being pulled/pushed into the dash. Pry out the ACC unit itself (easy to do with thin bladed screw driver. This will allow access to the the fan sensor - depress the top and bottom tabs of the sensor and it can be pulled back into the dash. The fan often has some dust accumulation that can be blown off making it silent again.
If corrosion at the bulb isn't the problem , the turn signals are controlled by the flasher relay (often a trouble spot in my experience).
Dash lights are a bit of a chore to access as you have to take to dash top off in order to get access to the instrument panel. Google "quasimotors" and you find an invaluable resource for the 9000 - good description of instrument panel access.
