ongoing project?

I have found a welder to work on the rusty rear shock towers. I tore out all the extraneous interior carpet and insulation stuff and the trim and mud flaps on the outside. There is, fortunately, no serious structural work needed. The bracket that holds the top of the shock absorber is whole and intact with little or no rust visible. There are however two holes in the wheel well of the driver's side and one hole on the passenger side in addition to the rust around the top of the shock absorber.
My question: Should I replace the shocks at this time (187,000 miles)? They appear to work just fine. I can get the car bouncing and when I stop, the bouncing stops immediately.
New Bilstien shocks are $150 each. KYB shocks are about $60. Local auto store shocks are $54.
Also, the shocks appear to be bolted onto a suspension part that I don't think I am qualified or equipped to handle. It's some sort of bar that stretches across the back next to the axle. Is there any tension in this bar? I don't want to disconnect it and have it go SPRONG!!! in my face. I don't have any kind of lift. I just jack up the car in the driveways.
To clarify my earlier remarks, I don't drive at 95 MPH all day on a regular basis. I have taken her to California twice and to Alaska once. Normally I am quite a sedate driver. My days of flinging an orange 99 around the back roads of Vermont are long gone. (Oh what FUN that was, just a little dangerous to me and anyone else on the road.) On this car I value the comfort, style, safety, utility, and gas millage in addition to her high speed abilities.
Advice sought. TIA.
