At that mileage the shocks --if they are the originals-- don't owe you anything and it's reasonable to replace them if you have stuff partially apart. Not essential, but you will feel the difference with new ones.
The bar you're seeing is the rear sway bar. It's not under tension. The problem with replacing shocks is that the bolt that holds the sway bar to the shock and the rear axle tends to rust solidly to the inside metal sleeve on the sway bar and the bottom of the shock. It usually requires cutting and heavy hammering to remove. Not fun. In fact I know Saab techs who encourage people to get a written estimate from Monroe rather than do the job, as it's too time consuming for them. And new sway bar bushings are required (~$15).
On an older car like yours the KYBs aren't bad, and will do the job. But may last only 2-3 years. The Blisteins ($130 each at e-shocks.com) will outlast the car.
