the low speed fan should come on when the temp gauge is getting above the mid point of the temp gauge (white I think) and certainly well before it gets to the red. the high speed usually kicks in a couple of needle widths just before the red and will run it down about 2 needle widths and then shut off. if that happens and you don't hear a fan still running your low speed fan is not working. (btw.... it's all the same fan, just there is a resister to give a different DC voltage to run at a different speed) When the High speed fan kicks in it is a HUGE amp draw, it is conceivable the the combination of the added amp draw load and the load from the AC compressor are bogging down the engine. you mentioned 2 years ago, have you changed the spark plugs? with the PROPER NGK plugs? I would say start there, and the air cleaner too. This is about all there is to a "tune up" (other than oil change and other fluids as needed) on a 9KT
