First the temp gauge will not get up to halfway under normal conditions on these cars. About 8 o'clock is normal. If your t'stat is stuck open then it will take longer to get warm air in the cabin, but you should get there eventually. If stuck closed then you will be overheating.
One likely cause of no heat is the control flaps by the blower motor are not opening since the arm often breaks off this flap. Remove the plastic cover behind the firewall and look down the left side of the blower motor. Have somebody adjust the heat from Hi to Lo and back again - you should see a cable move back and forth. This should be attached to a plastic arm that is attached to the flaps I mentioned. If not then you can get a repair kit for this to splint the arm back in place.
If this is working then you could have a plugged heater core - but usually you would get some heat if this was the case, just not enough for a cold winter day.
