I should have taken pictures, but on my since-departed '95 I bought a dozen or so plastic license-plate inserts and screws at the hardware store. I got them individually rather than in the packs of 4 you see in blister packs.
A good hardware store will have the inserts in a few sizes but I think the ones about a 1/4" square worked for the under-car plastic and can also be used for attaching the air dam. They can just be pressed into the holes where the metal inserts were. You might need to enlarge a hole here and there. License plate screws or other short screw with a fat head make the other side of the connection. They are going into plastic so they don't have to be stainless unless you feel so inclined.
For a couple places, like the back end of the front splash shield under the radiator and the turbo, I think I did something different but don't remember.
Some of the old screws and inserts probably won't come out, so you have to cut them off and re-use the hole or make a new one... it's mostly just plastic so no biggie to do.
If you do it all at once, it can take the better part of an afternoon to do this for the whole air dam and under car plastic bits, depending on how messed up the original parts are. And you still have to deal with the ones in the fender liner. For those get stainless steel metric machine screws at the hardware store. Use some anti-seize if you like.
I have yet to do all this to my current pair of '96 9Ks. But next time I'm under there I'll start doing the changeover. It's easier to do it as you go along than to devote a lot of time to it all at once.
