I don't see how the transmission-shifter link could be off. To remove the tranny you pull a clip off, slide the eye on end of cable off the arm on the tranny, and pull the cable out of its stop on side of tranny. To reinstall, cable goes back into the stop casting, and the eye goes over the pin and the clip goes back on. How could it have moved and how could it need adjusting?
Also, the car should be able to roll in any position of the tranny except in Park - - neutral, reverse or any of the forward gears, or anywhere in between.
So if it won't roll, I'd say your crusty rotors need freeing up, but I wouldn't worry much about that until you have the car running, then it will probably pop itself free as soon as you apply power. That is unless you need to move it.
Needs more analysis why it isn't giving the start signal to the starter solenoid when you turn the key to Start, I'd say.
DID the car run when you started your rebuild process, or did it run reliably for the former owner before its catastrophic episode or whatever made you undertake the rebuild? If it had problems or was intermittent for them, maybe there is a problem with the ignition switch as I think has been suggested.
What year is it again? I believe there is a lockout condition that the alarm system can put the car into but I kind of doubt it's that.
