A worn chain can't really cause a blown HG. It's pretty common for the HG to go around the 150-200k mile mark on these cars. It's pretty uncommon for timing chains to go unless you're way, way up there in mileage. I can't understand why the mech didn't replace the chain when the head was off though. Often chains are done with a HG job just preventatively since the head and timing cover are off anyway.
I suppose that if the chain was realllllly worn or had skipped off a bit that you'd stall out like it's doing. But a slightly loose chain isn't going to cause that. If the chain broke you wouldn't be running at all and the starter would sound funny.
Best advice I can give is to get it back to that mech ASAP and don't risk trying to start it anymore. My guess is he just screwed something up putting it back together.
