Borrow an OBD2 scanner from A-zone or O'reillys and try to toggle the CEL light yourself. To get a CEL on our cars, the errors must be persistent over multiple restarts. I have a 96 CS and have been smogging the car in CA since 2008, never had a tech attempt to set the CEL. I have an Actron scanner that allows real time logging and recovery of the temporary as well as permanent errors.
You might have a failed bulb, but the ECU will set the CEL flag internally and the scanner will show that within its listing. You could also leave the gas cap loose and set an error that way.
