A machine shop will do what they're told to do. If they're told to pressure test the head they will, if they're told to just resurface it they'll just do that. Now, given that you're the one paying the bills I don't know why the mechanic would scrimp on the machine shop work, but the fault could lie on either side. However, your business is with the mechanic and if they want to take it up with the machine shop then that's their business. It's definitely reasonable to think that they would have pressure tested the head, in my opinion, and it sucks that you're going through all of this over a ~$40 procedure.
Now, I'll admit I've just had a Saab head resurfaced and not pressure checked before. How often do you hear of them cracking - very rarely. But then, I was the one doing the labor and I had a good idea of the history of the car, so when I was young and cheap I made what was probably a pretty safe bet.
