If the rear rotors sit unused long enough they can develop heavy rust scale that is too hard to wear off by the pads.
Usually in that case it's best to swap to better rotors, either used or new. Last C900 I dealt with this problem on I bought brand new ones from Saab, not expensive at all then, maybe 8 years ago.
The thing is, even if the brake calipers are working, the braking action will be poor as the rust scale is way slipperier than clean iron. Also it will wear your pads away quickly.
Check both sides e-brake function. Also, if you can get a helper or jam the brake pedal into seat front with a length of 2x4, check to see if brakes are working each side.
As Dana said, rusty rotors do often indicate a stuck caliper; since brakes aren't being applied, rust grows. But it can come from long inactivity as well, with perfectly fine calipers.
If you're junkyard diving, you can source both rear calipers and rear rotors off any C900 as well as 9000s, they're identical.
If you're super frugal you could try to pull the rotors and chisel-chip the scale away down to iron, but it's a lot of work even with an air chisel and not hardly worth it.
