Wrong size tires, etc. would not account for the non-linear error; nor would "designed to read slightly high", which I don't believe anyway. I've had four Saabs, two of which read within 1%, the others weren't far off. Not sure what's going on, but I wouldn't take GPS readings as true, necessarily. Try to corroborate those readings with another method like a stop watch and distance markers.
