I find it really curious that the filter displayed signs of dirt. The fuel tank has a significant deep area below where the fuel pump picks up, into which any heavier-than-gasoline elements that enter the tank sink, never to rise. It holds more than a gallon.
Also, at the pickup point on side of fuel pump canister, there is a return line feeding out there any fuel beyond what the pressure line to the front of the car will accept, thus effectively flushing away from the intake any contaminants that might somehow get there. And the intake has a coarse screen on it too.
Then, the filter can itself has a vast amount of filtering medium in it, offering a wide area over which any contamination would be spread out.
Water in the gas tank, if there's enough of it, can get into the filter and cause trouble, and would also likely make any of the filter paper it wetted look contaminated.
I cut open a rusted-through Bosch fuel filter on a C900, car then around 15 years old and with maybe 300,000 miles on it, filter likely the original, and found not a trace of anything detectable on the filter medium. It certainly was capable of still passing, perfectly filtered, far more fuel than the engine could ever call for, without any reduction in pressure.
I want you to be sure you're not condemning your shop unfairly. Did the filter you pulled look old, or just not the brand you handed them? Could it have actually been changed, but only the word to change the fuel filter made it to the guy with the wrench, your filter didn't, and he picked up one from the shop's stock supply?
