I believe that the flange on the cat is made of cast iron or very rusty steel; in any case, the repair may not last very long, as neither of these materials welds easily. The good news is that this is not an uncommon problem and there is a replacement part made specifically for this type of repair: a split flange - see picture.
I found a suitable "split flange" at my local auto parts store, Walker 36130, which is slightly larger than perfect for our car's 2-1/4 ID (2-3/8 OD) exhaust system. I installed it just upstream of the existing flange, lined it up with the holes and installed the bolts of the flex pipe through both the existing flange and then through the new split flange - I had the concave side facing forward and put the nuts in the "hollow" area.
