Horn inop - Fuse good. Location of horn relay?

I recently noticed that my horn has stopped working. 1993 9000 Aero. The fuse looks good, and I went under the hood to find its relay, but I didnt see it in the box foward of the battery.
Is it located under the dash top, above the glovebox?
I'm wondering if this is related and I do want to say it is. A few weeks ago, to pass my yearly inspection, I unplugged the SRS ECU to get the light off the dash (for good too). But didnt think to check the horn...neither did the inspection station (oops?)
I know obviously that since both the horn and airbag contacts go through the clockspring, that if my unplugging of the srs ecu would have anything to do with it. It wouldn't make sense overall if the SRS ecu was unplugged that it causes the horn to stop working(nothing in wiring diagrams abt them being connected), but with these cars, who knows.
