SAABs (and most other reasonable cars) have two horns, a higher and a lower pitch. Were both horns working previously? I have had one horn die on other cars, the result is a much softer sound (the interfering frequencies cause peaks and valleys, which amplifies the effective sound).
If both horns were working before and now neither works, then the problem is probably related to the horn relay. On a 1993 car, I believe that you remove the glove box (what a great feature!) to access the main relay panel.
