You should see the gauge needle go briefly into the solid-red zone and settle somewhere near the lower line of the solid-red zone.

This would be true of a normal HPT engine, but Aeros spec out at 1.08 bar (15.7 psi) vs. 1.00 bar (14.5 psi) for max boost. I suspect that your reputable service establishment isn't familiar with Aeros and their functional peccadillos.
Check for leaky vacuum lines, then replace the BPC solenoid with a known good unit. The solenoid is the same for all 2.3L HPT's ('91-'98), so find a friend who'll swap out momentarily in exchange for a six-pack. Take a trip to Knoxville and call Quasi. He'll do that in a heartbeat. Hey, Quas, how 'bout a quick swap for a few brewskis at Calhoun's?
