behaviour in a stalk switch that age. What surprises me is that it didn't first go through other "numerical" cycles.
Remove the stalk switch and open the cover. You will find, among other things, a (used to be) square polyethylene cam. You will find that the corners of the square have been rounded by high temperature. In your case, only one corner protrudes enough to activate its related switch. This part turns 45 degrees per full activation of the stalk, and explains the output puzzle.
Repair options:
Buy an expensive new one.
Get a better one from a junkyard.
Do a polyethylene weld or an epoxy reshape to restore the shape of the square cam.
Rewire via extra relays to perform the logic externally to the stalk switch.
Keep in mind that this switch carries full current (cause of original problem) and that you should check resistance of all available contacts and correct as necessary.
